Colonial Government. It was stated that it was not usual

to bind the Crown in such cases, but that the Colonial Govern-

ment and the Naval Authorities might perhaps voluntarily under-

take to observe the precautions indicated in the regulations,

or night even consent to have their workshops brought under

the Ordinance.

The latter proposal would involve re-consider-

ation of the definition of "proprietor" and of the penalty

section. His Excellency undertook to consider the matter

further.

It was overlooked at the moment that the Factory

and Workshops Act, 1901, applies to factories and workshops

belonging to the Crown (s.150).

5. In my opinion this is an Ordinance to which His Excellency

the Governor may properly assent in the name of His Majesty

and on His behalf.
